Natural dungeon spawn doesn’t work in 1.3.0

Using latest Paper build 136 for MC 1.15.2. Tried to use latest Spigot, doesn’t work either.
Natural spawn doesn’t work for any of dungeons.
/otd menu says it’s enabled but they still doesn’t spawn. Placement via /otd_place works fine.
I am using epic world generator plugin, so maybe it can cause this issue. However, this plugin doesn’t change anything but default world generation. Biomes are still the same.

Plugin version 1.2.9 works fine but sometimes crashes server.

I’ve removed all plugins and recreated world with same config.
Structures are still not generation randomly.
